Mission Statement

The mission of the Human Resources Department is to support the mission, goals and challenges of Franklin County by providing services which promote a work environment that is characterized by fair treatment of staff, open communications, personal accountability, trust and mutual respect. We will seek and provide solutions to workplace issues that support and optimize the operating principles of the County.

We will do this by:

  • Establishing, administering and effectively communicating sound policies, rules and practices that treat employees with dignity and equality while maintaining compliance with employment and labor laws, County policies, and labor agreements.
  • Providing the ever-changing needed services to the citizens and employees of Franklin County in order to secure, maintain and develop employment with the County government.
  • Committing to providing needed services in an efficient, timely, effective and professional manner.
  • Striving to achieve the special needs of our customers, employees and their families.
    Program Description

The Franklin County Human Resources Department provides assistance to County residents and employees in securing, maintaining, and developing employment with County government, and provides overall administration of the County benefits program and payroll processing. The department coordinates legal interpretation of employment and labor laws, County policies, and labor agreements to ensure compliance in these areas. The Human Resources Department strives to support the mission, goals and challenges of Franklin County by providing services which promote a positive work environment characterized by fair treatment of staff, open communications, personal accountability, trust and mutual respect.
