Mission Statement

The Franklin County Criminal Justice Advisory Board's mission is to provide a continuing forum in which key decision-makers and policy planners in the criminal justice system collaborate by researching, planning and recommending, to agencies and decision-makers, integrated and prioritized approaches to criminal justice policy and program planning.

Program Description

The Franklin County Criminal Justice Advisory Board (CJAB) meets on the last Thursday of February, April, June, August and October at 12:00 pm.  The CJAB also meets on the second Thursday of December at 12:00 pm.  CJAB meetings are held at the Franklin County Courthouse, 157 Lincoln Way East, Chambersburg, PA in the 3rd Floor Jury Assembly Room.  Meetings are open to the public.

Regulation and Oversight

Overseen by the Franklin County Commissioners and the Franklin County Judges, the CJAB is chaired by Judge Richard Walsh and co-chaired by Commissioner Chair David Keller. Members of the CJAB include, among others, County Commissioners, County Judges, County Administrator, Human Services Administrator, Children, Youth and Families Administrator, District Attorney, the Public Defender, a Magisterial District Judge representative, Police representative, Sheriff, Warden, Adult Probation Chief, Victim’s Rights Advocates, and community representatives. The CJAB has many subcommittees and workgroups that dedicate their time to the development and enhancement of projects to improve the delivery of criminal justice in Franklin County.

2005 to 2011 - Accomplishments
  • Central Booking - Provides a central processing/intake unit at the jail that holds offenders for video arraignment with the Magisterial District Judges. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Court Liaison Intervention Project - Established a casework position that assists in providing diversion and home planning for pre-sentenced and sentenced inmates at the jail. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • COPS '09 and '10 - Provided radios for Department of Emergency Services, county fire companies and county police departments, municipalities, adult probation, juvenile probation, and other county departments to work with the new interoperability radio system the county installed. [Funded by the United States Department of Justice]
  • Day Reporting Center Project - A diversion program, either after jail term or in lieu of a sentence for incarceration, for non-violent offenders. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Jail Diversion Project - Diverts eligible offenders with mental illness and links them to specialized services and support. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Justice Assistance Grant '09 - Provides equipment for law enforcement. [Funded by the United States Department of Justice]
2012 - Criminal Justice Advisory Board Grants
  • CJAB Initiatives 2010 - Improves information sharing, objective assessment and communication between courts and corrections. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • CJAB Security Technology Grant - Improves security at Court facilities by utilizing state-of-the-art technology. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Drug and Alcohol RIP - Through the Drug and Alcohol Probation Partnership, this grant provides dedicated staff to supervise and support eligible offenders who are on restrictive intermediate punishment. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Intermediate Punishment - Financing for programming, added safety and rehabilitation for eligible offenders and includes electronic monitoring, the Day Reporting Center, and the Community Service Program. [Funded in part by the Pennsylvania Commission on Crime and Delinquency]
  • Justice Assistance Grant ’09 - Provides equipment for law enforcement. [Funded by the United States Department of Justice]
  • Juvenile Accountability Block Grant - Provides summer work for juveniles to repay fines and restitution, while learning team building, accountability, employment, and conflict resolution skills. This grant will include a Girls Circle group as the number of juvenile girls is increasing. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Juvenile Defender Capacity Building - High quality legal defense for youth involved in the Juvenile Justice system. [Funded by the Pennsylvania Commission on Crime and Delinquency]
  • Pre-Trial Staff Retention - Improves case flow in the criminal justice system by providing for a Sentencing Guidelines Coordinator, Public Defender Case Worker, and DA Discovery Packet Coordinator. [Funded by the Pennsylvania Commission on Crime and Delinquency]
