Program Description
The Drug and Alcohol Program (D&A) is comprised of two departments: Prevention and Case Management.
The Prevention Specialists provide educational and information on alcohol and drug use and abuse through literature, pamphlets, videos, consultations, and various in-service programs for all ages and groups in the Franklin and Fulton county areas.
Our Case Managers serve adolescents and adults of all ages from the Franklin and Fulton Counties. They conduct treatment assessments, and arrange for consumers to enter treatment facilities and after care for individuals.
The Intensive Case Management Program is a specialized program designed for certain clients who are dually diagnosed, those heavily involved with criminal justice system, those on child welfare, intravenous drug users, clients who continually relapse, pregnant women, and women with children. We adopt the Disease Concept of chemical dependency, which sees addiction as progressive and, if left untreated, as life-threatening.

Fees
There is no fee for assessment and case management. Funding for treatment services for uninsured cases are based on ability to pay. Drug and Alcohol insured persons are referred to our contracted providers.
Regulation and Oversight
The Franklin and Fulton County Drug and Alcohol Program is under the County Commissioners and sponsored by the PA Department of Health, Bureau of Drug and Alcohol Programs.
Preferential treatment services are available to pregnant women.
